Update JS dependencies, remove eslint-plugin-jquery (#31402)

repo.diff.browse_source

- Result of `make update-js`
- Added 1 new eslint rule
- Autofixed 1 new eslint issue
- Remove `eslint-plugin-jquery` as `eslint-plugin-no-jquery` does all it
does and is actually the maintained fork of it.
- Tested all affected `dependencies`
